Auditing strangeness

I'm trying to use audting for the first time, and am struggling to get it working. From what I can see, everything is set up correctly

I've enabled auditing on the database, set up the policies and ensured that they are active (see screenshots 1-3)

However, if I run the Effective settings report, (screenshots 4 & 5) you will see that nothing is enabled .. and nothing is recorded in _aud-audit-data

what gives ? What have I missed ?
