What does it mean and how to stop Tomcat ?

Is Tomcat is properly running in the same machine properly (with default port 8980).
There are couple of ways where you can (start or) stop tomcat (OE Web Server) in OpenEdge after its successful start/running.
1) Directly form proenv (proenv>protc stop)
2) From Server view in PDSOE (Progress Developer Studio for OpenEdge)

Hi Anil,
when I start PDSOE, I start restmgr1 OE Web Server. Then in OE Explorer I
see, Web Server (Tomcat1) is running. In General properties I see: URL:
http://localhost:8980.
So I suppose, Tomcat is running with port 8980.
1. Stopping Tomcat in PDSOE
When I stop Tomcat in PDSOE (right-click -> Stop), it comes following
message:
Server restmgr1 OE Web Server 11.2 at edp-vpc-jvr is not responding. Do you
want to terminate this server ? Click OK to terminate the server or click
Cancel to continue waiting.
When I click OK, it follows the message:
"Stopping restmgr1 OE Web Server 11.2 at edp-vpc-jvr" has encountered a
problem.
Server restmgr1 OE Web Server 11.2 at edp-vpc-jvr failed to stop
2. Stopping in proenv
As I have already written, after command: "protc stop" it comes the message:
Tomcat is not running on port 8980
Could you explain both cases ?
